People don't seem to know how to play it at times.
They get lost, go to the wrong point and that usually leads to one team getting steamrolled, or just chaos on both teams.
I've only played it a few times myself. It's not the easiest map to get the hang of on the fly, especially when playing against others who have the map down cold already.
The server does empty on it sometimes and usually won't fill if the server is already empty and is on that map.
2fort is the best map for getting the server going though. I couldn't get the server going on dustbowl today until the switch was made to 2fort. Then after the server fills, the rotation works without emptying the server for the most part.
